The Cult of the Red Banner

The Cult of the Red Banner has been dismissed as a sort of 'primitive religious & philosophical' organization by western anthropologists.  

To the Ascended, they are a major threat to their control of their junctures, since the cult is active during both the 1850 & contemporary junctures.

To the Eaters of the Lotus, they are a rival to their powerbase, and must be eliminated. They remember when the cult was nothing more but a small rabble of sorcerors who dreamed of possessing the power that the Lotus command in AD 69.

To the Guiding Hand, they are an offront, and must be destroyed.

To the Architects, they are minor rivals to be smashed, and their creatures turned into more abominations for their army.

To the Dragons, they are a pain in the ass, but are a threat that cannot be overlooked.

What exactly is the Cult of the Red Banner? The Cult was so named because members have displayed from time to time, red banners which describe in golden Chinese ideograms ['runes'] the sect's deity, whom they call the "Dragon King". Anthropologists confuse this being with the Dragon King of Chinese myth & folklore, who controls the waters & the winds. The truth is far more sinister.

There is far more to the cult than appears at first glance. The "Dragon King" is actually an evil elder deity that the cult worships. This foul god dwells somewhere under the sea, hence the use of the Dragon King legend to name him. The cult's activities are devoted to bringing this deity bodily to earth, where he will begin a reign of terror, with the cult as his chief earthly servants. The cult is very secretive, and has an elaborate ritual practice which focuses on black magic, human sacrifice, and the summoning of creatures who serve it's evil deity.

History

The origins of the Cult of the Red Banner go back to the AD 69 juncture. At that time, the original cult was a small cabal of sorcerors in China, many of whom were limited in power. After Gao Zhang started the Eaters of the Lotus, the cabal went into hiding, making sure to avoid the Lotus at all costs. The cult wanted nothing to do with the Lotus, and thus kept up an image of being fearful of the power the Lotus. The cult spent it's time refining it's power of sorcery, and it's ability to summon demons. It was during this period of experimentation that the sorcerors contacted the "Dragon King", and willfully entered it's service. The "Dragon King" taught members some of the sorcery it uses to this day, and how to summon various servants in it's legion of demons. The "Dragon King" would on certain occasions, transmit 'sparks' of it's power to earth, and the cult would capture these 'sparks', and embed them in worthy cult members [in essence, these 'sparks' manifest themselves as creature schticks]. Some of these followers would transform into 'man-dragons', and were assigned as guardians to the growing library of knowledge the cult was assembling.

Once in awhile, the Cult's activities brought it into conflict with various groups. Skirmishes with the Lotus, and a group known as the Dragons, taught the cult that sorcery would not always prevail. Luckily, most of these losses were attributed to other groups, and the Cult was never impeded too much by these setbacks. Still, the Cult realized it needed more. Consulting with those who communed with the Dragon King, they were ordered by their deity to create a fighting force which would be efficient, yet small. No grand armies would serve the cult, for that would draw suspicion on their activities. The cult's agents searched across China for a suitable man to train the warriors of the cult. They found such a man in Ti Jian-Guo, a ruthless old master who was an outlaw. The cult contacted him, and offered him succor if he would develop a fighting style for the cult, and train it's members in it's use. He readily agreed [having been living in the woods, his clothes in tatters from eluding pursuit by the authorities], and he began work on what would one day be called Red Banner style Kung Fu. All warriors of the cult utilize this style [basically regular martial arts skill], and some exceptional warriors utilize special powers that Ti Jian-Guo taught them [Path of the Sharpened Scales Fu Path, and Signature Weapon for weapon's masters]. The warriors of the cult would be known as the Claws of the Dragon King.

While Ti Jian-Guo trained the regular warriors of the cult, the "Dragon King" told his intermediaries that while this was a good start, it was not enough. He ordered them to seek out a master trained in the arts of the lin kuei ["forest demons", the chinese equivelant of the ninja]. Three years after Ti Jian-Guo joined the cult, they found Wei Xiu-Fang, whose group of lin kuei had been wiped out by servants of the Lotus. Motivated by revenge, Wei Xiu-Fang joined the cult, and he started training select members in the arts of the lin kuei, as well as some special abilities [essentially, Path of the Shadow's Companion and/or Path of Flying Steel Fu Paths]. These lin kuei would be known as the Dragon King's Shadows

The cult's powerbase slowly developed, and the Dragon King expressed it's satisfaction at the cult's efforts to build a small, but competent fighting force. It then ordered the cult to carefully search across China [and the rest of the world] for various mystical artifacts that the cult could use to aid the Dragon King in manifesting itself on earth. The cult was methodical in this quest, but many of the items needed were hard to find. Some of the minor items were recovered, but the major ones eluded their grasp. Sometimes these items were in the hands of the Lotus or the Dragons, and thus the cult decided to wait until such groups were severely weakened before attempting to wrest them from their enemies.

The Cult then went into hiding for the most part, though it's agents were active constantly. The Cult remained in seclusion until around 1850, when agents made an important discovery: The location of the mystical swords wielded by King Ho-lu of Wu, and his brother Ch'ih-Peh. These weapons, the Sword of Iron & Blood, and the Sword of Gold & Blood, were considered important finds by the Cult. When the agents of the cult attempted to recover the swords, they found themselves in a conflict with others for possession of them. It turned out that agents of the Lotus in the 1850 juncture had also found out the location of the swords, and were preparing to take them for the Lotus. Members of the Dragons, Guiding Hand & Jade Wheel Society also learned of the sword's location, and sent teams to recover the blades. A fierce battle erupted between the factions, and the Cult lost many good agents in combat with members of the other factions. The cult however had anticipated opposition, and had brought some of their 'man-dragons', and these powerful once-humans turned the tide in the favor of the Cult. They took the blades and fled, leaving the other sides battered & broken on the battlefield. It was a costly victory for the Cult, and their veil of secrecy had been sacrificed. The Dragon King was not pleased, but the damage had all ready been done. The factions of the Secret War knew the cult still existed, and worse yet, that they were powerful enough to defeat four of the major factions in a pitched battle over two mystical artifacts. Worse still, the cult was more than willing to unleash such power to achieve their goals concerned all the factions involved. The survivors would never forget that day for the rest of their lives.

The Cult laid low for a few years, recovering from it's losses. They had been weakened taking the blades, but the concerns of the other factions kept them from pursuing them, so they had time to recover. The swords themselves were turned over to two brothers in the cult who claimed descent from Ho-lu. In their hands these weapons became important tools of the cult, and to this day [ie contemporary juncture], the blades are only wielded by the descendants of these two brothers. [The contemporary wielders of the swords, Iron & Gold, are special enforcers of the Cult who stand above the average Claws of the Dragon King]

The Cult's history between the battle in 1850 until the start of the contemporary juncture is relatively unimportant, as the cult was preparing itself. Upon the time of the contemporary juncture, then Cult once again became active. The Dragon King  had taught them how to access the Netherworld [why did the Cult not know of it before? Simple: The Dragon King deemed that knowledge to be kept from the cult until it felt they were ready for it] It wanted them to use this knowledge to travel into the 69 & 1850 junctures, and collect the items it had tasked them to collect when the cult came into it's service. It also tasked them with acquiring certain feng shui sites that the Dragon King deemed important. While the sites the Cult was required to control was not enough to cause a critical shift, it was enough to allow the Dragon King access to venture to Earth. At long last, the Cult of the Red Banner had truly entered the Secret War, and things would never be the same.

AD 69 Juncture

Lin Shoi-ming, High Priest of the Dragon King:

Notes: Lin Shoi-ming is the leader of the Cult of the Red Banner in AD 69.  He is a powerful sorcerer, but isn't as powerful as Gao Zhang. He is the strongest sorcerer in the cult in this juncture, and thus leads the cult. He is an old man in his 60's, and is sometimes mistaken for an Old Master, which he likes to use to his advantage. He leads the cult with an iron fist, and any who defy him pay for their folly.

Breath of the Dragon (3/3)/Martial arts attack with +3 to AV

Notes: Ti Jian-Guo was an old master of Kung Fu who became an outlaw when he opposed the government. He didn't do it out of a feeling to do the right thing; he simply hated to pay the taxes levied on him.He went into hiding, and was living a harsh life of a bandit when the cult found him. They offered him shelter on one condition: that he teach some of his fighting arts to the warriors of the cult. He readily agreed, and soon became the Lord of the Claws of the Dragon, the fighting arm of the cult. He trains the common warriors [ie mooks] in martial arts, while the more exceptional warriors learn either the Path of the Sharpened Scales, or are trained to master the staff, spear or sword. Ti is a harsh instructor, and won't hesitate to beat up students who irritate him. He is a cruel and heartless man, a perfect combination for the cult's purposes. He is the dark opposite of the good Old Master's [such as a pc].

Wei Xiu-Fang, Lord of the Dragon King's Shadows:

Path of Flying Steel: Hail of Steel (1/3)/Throw a pair of daggers, shuriken or a handful of needles. Base Damage is 10.

Bite of Steel (2/3)/Thrown weapon that ignores armour.

Prison of Steel (2/3)/Nail an opponents limb to wall, damage as normal plus the limb is useless until freed.  Str task with target number of 5 plus Outcome of attack to do this.

Teeth of Steel (3/3)/Spit mouthful of needles at opponent damage base is 7, and opponent suffers 1 pt of impairment per 5 Wp's inflicted, until cleared (5 shot action).  loading your mouth with needles is a 3 shot action.

Weapons: Wei Xiu-Fang usually carries the following weapons: Quiang Ton (Rope Dart) (8) shuriken [about 12-20] (5), eggshell grenades [about 4] (impairment Damage -1/2), and a Darn Jien (9)

Notes: Wei Xiu-Fang was part of a group of lin kuei ['forest demons', or chinese ninja] who opposed the activities of the Eaters of the Lotus. His band disrupted Lotus activities, so much so that the Lotus went after them with a large force. Lotus sorcerors, supernatural creatures, and a large army of warriors was sent after them. One by one, Wei's band was wiped out, until only he was left. He managed to avoid the Lotus, and went on the run. For over two years, he stayed one step ahead of the them. Eventually, they cornered Wei, but the Red Banner saved him. Offering him a chance at revenge, he readily joined the cult, and began to train a new band of lin kuei.

Notes: Man-Dragons are the result of fusing 'sparks' of the Dragon King's own power into a human body. These creatures are quite powerful, but are few in number. Only half of those chosen to have a 'spark' placed in their body survive to become a man-dragon; those that die dissipate the spark that was placed inside them. The cult usually reserves using these creatures unless absolutely necessary. Also, the number of these creatures goes down as time goes by; more of them exist in AD 69, while less exist in 1850 or the contemporary juncture.

1850

Pei Zongli, High Priest of the Dragon King:

Notes: Pei Zongli is the current High Priest in 1850. He isn't as skilled as Lin Shoi-ming, nor does he know as much Sorcery. However, like Lin Shoi-ming, he is a zealous fanatic to his deity, and that makes him very, very dangerous. Pei prefers to rely more on The Claws & Shadows more than sorcery or creatures, except when they fought some of the factions over possession of the swords of Blood & Iron, and Blood & Gold. That battle cost the cult a lot of it's supernatural firepower, so Pei's decision to rely less on such forces made their loss less of a threat to the cult's effectiveness.

Zheng Qung-Fa, Lord of the Claws of the Dragon King:

Fu Powers: Path of the Storm Turtle: Clothed in Life (1/1)/Until end of Sequence damage from Characters with a lesser Chi than you is 2 less per strike. 

Path of the Leaping Storm: Prodigious leap (1/1) /Leap twice your Move rate

Path of the Healthy Tiger: Claw of the Tiger (1/3)/Damage value of Strike is Str +3.

Path of the Passive Wings: Crane Stance (1/1)/If opponent has a Perception rating lower than your agility, Dodge increases by 5

Zheng also knows The Violet Principle of the Violet Monks of the Guiding Hand/If foe uses Fortune Dice, you can steal it away for 1 Chi, you have until the end of the sequence to  use it against that opponent.

Zheng Qung-Fa is a former Shaolin Master & Guiding Hand member. For years, he worked to see the goals of the Guiding Hand realized. As time went by, he became frustrated at the lack of success in the Hand's efforts to change the balance of power. As he grew more frustrated, his demeanor changed. Slowly he began to lose faith in the Hand's goals & methods, and eventually felt they were deluded fools. That's when the dreams started, dreams about a giant dragon. The dragon told him of a group who shared his vision of the future. A few weeks later, Zheng took a walk from his temple, and never looked back. Within a few days, the dragon in his dreams guided him to the stronghold of the Red Banner, and Pei Zongli welcomed him as the new lord of the Claws of the Dragon King. Zheng has utilized his discipline as a former Shaolin to make the Claws more efficient as a fighting force. He has also kept his knowledge of the Secret War to himself, since the dragon in his dreams told him it would be unwise to reveal that part of his life.

Note: If the Red Banner cult in the contemporary juncture should ever consider contacting cult members in the 1850 juncture, Zheng is the man they'd contact first. While this might cause some tension between him and Pei, Zheng would consider it worth the risk.

Shen Hu, Lord of the Dragon King's Shadows

Notes: Shen Hu is the current commander of the cult's lin kuei. He is a competent leader, and his men are excellent spies & assassins in this juncture. It is his branch of the cult that is most heavily used during this time, though the Claws on occasion must battle openly. Shen despises firearms, and refuses to let any of the lin kuei in the cult's service use them. He considers it beneath them.

Mooks

You can use the AD 69 stats for the Claws, Shadows & Man-Dragons for 1850 characters of these types. Some Claws carry Chinese Muskets [7/5/1; see Blood of the Valiant for details]

Contemporary:

Shelly Tang, High Priestess of the Dragon King:

Shelly Tang is the contemporary juncture High Priestess. The cult has had other women lead them over the centuries, but Shelly is the first to actually modernize the cult somewhat. Computers, financial investments, etc are part of the modern cult. Under her leadership, the cult has even secured ownership of some small islands in both the Atlantic & Pacific oceans, where temples to the Dragon King [and Feng Shui sites!] have been erected. Shelly is also one of the first leaders of the cult to actually learn how to use firearms, which has caused fatalities to some enemies who thought she relied totally on her sorcery!

Victor Sheng, Lord of the Claws of the Dragon King

Notes: Victor Sheng leads the Claws in this juncture. He is a former street fighter & Tong enforcer who was particularly vicious in battle. He attracted the attention of the former Lord of the Claws, who took Victor under his wing, and taught him his arts. He also prepared him for leadership within the cult. Though he died before he could teach him all he knew, Victor had learned enough Fu Powers to prove himself capable of leading the Claws through strength. Victor & Shelly are usually seen in each other's company, as Victor acts as her personal bodyguard. Inner members of the cult are aware that the two of them are lovers, and Victor is quick to attack those who threaten Shelly. This could lead to his downfall if he's not  careful.

Woo Kit-wai, Lord of the Dragon King's Shadows:

Lightning Reload (X2)/Reloading a gun takes two shots less time.

Fu Powers:  Path of the Shadows Companion: Friend of Darkness (1/1)/Until end of sequence act in complete darkness with no penalties.

Dark's Soft Whisper (4/3)/An otherwise Martial Arts strike that is completely silent

Blade of Darkness (1/3)/A shadow blade that does Str +3, also allows +3 to your Intimidation rolls

Gathering the Darkness (X/30/Create darkness around you, X is subtracted from any perception checks used to spot you.

Path of Flying Steel: Hail of Steel (1/3)/Throw a pair of daggers, shuriken or a handful of needles. Base Damage is 10.

Bite of Steel (2/3)/Thrown weapon that ignores armour.

Prison of Steel (2/3)/Nail an opponents limb to wall, damage as normal plus the limb is useless until freed.  Str task with target number of 5 plus Outcome of attack to do this.

Weapons: Woo Kit-wai usually carries the following weapons: Quiang Ton (Rope Dart) (8), shuriken [about 12-20] (5), eggshell grenades [about 4], (impairment -1/2) a Darn Jien (9), and a silenced Ruger K89 [10/2/15 + 1], and two extra clips

Notes: Woo Kit-wai is the commander of the cult's lin kuei in the modern age. His men are excellent spies & assassins. Like the other leaders of the cult, Woo has modernized his men, utilizing firearms training to go with the lin kuei skills of old. His men have performed assassinations for various terrorist groups, both to hone their skill, and to earn finances for the cult's purposes.
