Women in Black are members of one of the many secret government organizations that exist in the Buffyverse. They are not soldiers like the commandos, but more into the investigative and information containment side of unexplainable phenomena. The organization that trained invisible assassins would employ WiBs.

The various Wild Cards cover most of the common conspiracy/fringe theories (aliens, bigfoot, psychics, perpetual motion machines, etc). Their Law Enforcement powers are like a cops, only having a larger jurisdiction, and are issued from some agency like the FBI, Treasury Department, Department of Defense, Center for Disease Control, or US Fish & Game :)

Dark suits, sunglasses, and black sedans come standard.
